 ADMISSION RULES

A. Rules for admission to Diploma Courses In Polytechnic
These Rules shall apply for admission to Diploma courses in the state at Government (aided) and Non-Government (non-aided) Polytechnic and autonomous Institutes.
Definitions
I. Competent Authority - Means the Director of Technical Education Maharashtra State, Mumbai.
II. Institutions -  “Polytechnic” means institution imparting technical education in Engineering and allied technical subjects leading to Diploma in Engineering/Technical Education.
III. Sanctioned Intake It means the number of seats course wise sanctioned by authorities to the Institute.
The candidates seeking admission to Diploma Courses and eligible to apply shall submit their applications complete in all respect, in the prescribed printed form together with necessary documents to The Principal, Guru Gobind Singh Polytechnic, Nashik. So as to reach the office on or before 5 p.m. of the last date prescribed for receiving admission form. Such applications must be in Candidate’s own handwriting and must be signed by Candidate himself along with declaration of the Father/Guardian.
B. Qualifying Examination and Eligibility
B1 - For admission to First year of Diploma course, the candidates must have passed Secondary School Certificate (SSC) Examination of Maharashtra State Board of Secondary Education, Pune or any other equivalent Examination with:
1. General Science Physics and Chemistry.
2. Elementary Mathematics of Algebra and Geometry.
3. English with at least 50% marks (375/750) in aggregate. The candidates from Backward Class have secured minimum 45% marks (338/750) in aggregate from recognized schools in Maharashtra State.
B2 - Those Applicants who passed XII Std. Examination of Maharashtra State Board of Higher Secondary Education(HSC) or its equivalent examination or those who have passed M.C.V.C. examination at +2 level from the State shall have a priority over these courses under B-1 for admission to the First Year of Diploma Course.
B3 - Subject to compliance of all other conditions in rule B-1 and B-2 above.
a. Sons/Daughters of persons domiciled in the Maharashtra shall be eligible for admission subject to production of certificate of domicile in respect of the father of the candidate is not alive or has divorced and the candidate is staying with his/her mother, domicile certificate of mother of the candidate.
b. Sons/daughters of Central Government Employees or Government of India Undertaken Employee who have been transferred to the Maharashtra State during the last academic year preceding the one in which the admissions are affected shall be eligible for admission provided he/she passed qualifying examination form Maharashtra State.
C. Reservation for Backward Classes
C-1. Reservation for Backward Classes
Seats shall be reserved for backward classes in the matter of admission to polytechnic as per Government orders issued from time to time. The existing reservation of seats shall be as under:
a.

Categories Percentage
1. Scheduled Castes and Scheduled Castes converts to Buddhism 13%
2. Scheduled Tribes 7%
3. De-notified Tribes (14 equivalent castes) 3%
4. Nomadic tribes (28 and equivalent) castes notified before January-90) 2.5%
5. Nomadic Tribes (Dhangar and other equivalent tribes as per the list) 3.5%
6. Nomadic Tribes (Vanjari and other equivalent Tribes as per list) 2%
7. Other Backward Castes 19%
b. The reservation as above shall be course wise.
c. So as far as Backward Classes are concerned, they shall produce certificate of their caste from District Magistrate or an Executive Magistrate authorized by him. A person desiring to have a caste certificate should apply to any of the authorities below in writing for Scheduled Castes, Schedules Castes converts to Buddhism/S.T./Vimukta Jatis and Nomadic Tribes and Other Backward Classes.

Mumbai: District Magistrate or an Executive Magistrate authorized by him. 

Other Districts: District Magistrate or an Executive Magistrate authorized by him.

Note : Students claming to belong to Categories 5) to 7) above will have to furnish evidence to show that they are not excluded as creamy layer as per the Government Resolution No. CBC-1094/Pra Kra 86/Mavak-5 Dated 16th June 1994.
C-2. Female Candidates
30% Seats of the sanctioned intake, course wise & category wise shall be reserved for female candidates.
C-3. Technical Candidates
15% seats of the sanctioned intake ,course wise & category wise shall be reserved for the candidates taking Technical/Vocational subject(s) as perscribed by the Board of Technical Examination, Maharashtra State, and passing therein, in secondary School Certificate Examination.

D. SELECTION
Selection for the admission shall be made strictly on the basis of inters merit of the candidate as per the procedure in chapter E
E. Procedure for Admission
E- 1 The total number of student to be admitted shall be equal to sanctioned intake capacity of the Polytechnic/Institute.
E -2 A consolidate merit list based on the marks obtained at qualifying examination i.e. Xth or in case of candidates eligible for priority i.e. those who have passed XIIth std.in Science Stream or have passed M.C.V.C examination at +2 stage shall be prepared arranging all applicants irrespective or Castes or categories in order of merit shall be prepared and every responsible admitting authority shall exhibit a provisional merit list indicating there marks obtained on the merit list. A candidate seeking admission to a course covered by the rules shall have a right to raise an objection against the credit marks obtained by another candidates if he/she has reason to believe that.
E -3 Admission will be considered on merit and with reference to choice of subject given by the candidates in their applications subject to reservation of seats and priorities as provided in these rules. In the first instance candidate number of seat reserved for Backward Classes category wise as indicated in para C-1 shall filled in for each course. After filling in the 50% of the reserve seats for Backward Classes applications from the merit list remaining 50% seats in each course shall be filled in. In case of non-availability of candidates from B.C. for reserve seats such seats shall be allotted to candidates from the general candidates. No candidate shall be drawn for B.C. as general candidate for considering any eventual vacancy.
E- 4 In case the candidates for whom the admission is offered fails to take admission within the given time candidate loses his claim and the seat shall be offered to candidates next in the merit list subject to observance of quota reserved for Backward Classes.
E -5 In case eligible candidates of any of the three Backward Class Categories Viz. i) S.C. ii) S.T. iii) D.T./N.T. are not available and the seat remain vacant such seat shall filled in by giving admission to candidates belonging to other two categories on their merit. In case at the end any reserved seat for B.C. remain vacant due to non availability of eligible candidate such seat shall be filled in from general merit list.
E- 6 The Principle such forward to the Director of Technical Education Maharashtra State, Mumbai, complete list of students who are admitted to the Polytechnic giving full details as may be prescribed by him immediately within a week of last date of admission.
F. Relative Merit in case of Equal Marks
In case of tie i.e. candidates having same or equal marks, including credit marks, shall be reassessed as laid down below:
I. A candidate passing H.S.C. (Std. XII) Science stream examination and a candidate passing Vocational examination under M.C.V.C. examination will have second priority.
II. A candidate passing the qualifying examination with higher grand total as H.S.C. or M.C.V.C. examination will have second Priority.
III. A candidate passing intermediate grade drawing examination will have third priority.
IV. A candidate who secured higher marks in the subject of maths as S.S.C. examination will have forth priority.
V. A candidate who has secured higher marks in the subject of science at the S.S.C. examination will have fifth priority.
G. Application and Documents Required
G-1 No application will be considered unless it accompanies the attested copies of the following documents:
A. For all candidates
I. Certificate of passing of the qualifying examination (i.e. S.S.C. or its equivalent examination) with true copy of the statement of marks.
II. Certificate of passing of H.S.C. or M.C.V.C examination with statement of marks where it is applicable.
III. School/Institute leaving (After qualifying examination) Certificate.
IV. Certificate of date of birth if the date is not mentioned in the school or institute leaving Certificate.
B. For candidates belonging to Backward Classes:
I. Certificate as specified under Rule C-1 above in prescribed form
C. For candidate who have not passed S.S.C. (Qualifying) Examination from Institutions in Maharastra State.
I. Domicile Certificate in respect of his father/mother as per Rule B-3(a)
II. Certificate from the appropriate authority as specified in Rule B-3(b) above indicating date of transfer and joining.
III. Police Antecedent Certificate from appropriate authority.
D. For candidates who are children of central Government employees:
I. Transfer order showing the date of transfer.
II. For candidates who are children of non- resident Indians Originating from Maharashtra.
III. Certificate of passing the qualifying Examination from an institute outside India.
IV. Domicile Certificate in respect of his father/Parent.
V. Certificate from the Indian Diplomatic Mission /Chancellery or Commission abroad as specified under C-4 above that farther / parent of student is of Indian origin from Maharastra at present residing in that country.
G-2 Copies of the certificate attached to the application form should be attested by the Principal of the School Magistrate. Original certificate will have to be produce at the time of scrutiny of application prior to admission.
G-3 Application for admission will not be considered unless it is:
I. Properly and correctly filled in.
II. Accompanied by the attested copies of the requisite certificates in support of the claims made in the application.
III. Received in the office of the proper authority on or before the last date prescribed.
G-3 The application or any of the certificates received after the last date prescribed for this purpose shall not been entertained.
H. Fees and Concessions
H 1 a. The fees for the course are prescribed by Government from time to time. The details of fees to be paid on admission are given separately.
b. Caution Money - Caution Money deposits received from student in Educational Institutions will lapse to institution if they are not claimed in writing:
i. Within three complete account years after the students actually leave the institutions or
ii. Within three complete account years after the date of successful completion of course, whichever is earlier.
H-2.
If the candidate has already applied for admission to other Institutes simultaneously; this fact must be stated in the application form for being considered for refund of fees, money deposit, if any from the office of the institute concerned immediately on admission. The admission shall be confirmed only after payment of fees.
I. Miscellaneous Provisions
I-1 Transfers:
A. There shall be no transfer of student at any stage from the Polytechnics started on NO GRANT basis in accordance with the Policy laid down in Government Resolution, Education and Employment Department No.TEM 33/82/1111836/(190)RE-A, dated the 21st May, 1983 to Government Polytechnic getting grant - in- aid from the State Government.
B. A candidate admitted to the 1st Semester/1st year to Polytechnic shall be allowed transfer to any other polytechnic either in the 1st or 2nd Semester stage or during first year.
C. Transfer from one institution to another institution shall not be allowed ordinarily during the 3rd Semester/2nd year.
I-2 Filling up of Vacancies At 2nd Year:
Vacancies, if any existing in the institution at the 2nd year stage shall be allowed to be filled in on merit by transfer of student from one course to another in the same institution, if they so desire, and if the resultant vacancies, if any, be filled other eligible student, as specified below.
Note: Only those students who have fully passed 1st year are eligible for Transfer.
I-3 Direct Second year Admission
I. The Government of Maharashtra has sanctioned 10% seats of the sanctioned intake for Direct Second Year Admission. The candidate must have passed H.S.C std. XII Technical/Vocational (Bio-focal ) Examination,with minimum 50% marks in aggregate (45% marks for backward class)
II. After making the transfer of the student, if any vacancy remains within the sanctioned intake, the same may be filled in form the candidate passing Higher Secondary School Certificate Examination(XIIth Technical) or its equivalent declared by the Board. The candidate must have passed the said examination with minimum 50% marks in aggregate (45% mars for backward class candidate). The Government of Maharashtra has sanctioned 10% seats of intake for Direct Second Year Admission.
III. The candidate must have passed the said examination with and in Technical or Vocational Subject as prescribed by the Board of Technical Examination, Maharashtra State for different courses.
IV. There shall not be any reservation for such candidate.
V. The Head of Institution shall do the admission, subject to approval of the Regional Head of the Directorate of Technical Education.
